議員小麥（Senatore Cappelli）是現代的杜蘭小麥（Durum Wheat）的遠古祖先。
於1915年，由一名意大利議員 Capelli（Mr. 毛議員）首先種植並用於農作物。
從此，在意大利南部廣受歡迎。
它是一種純硬質小麥，沒有經過人類基因突變或雜交，且獲得歐盟有機產品認證。

Senatore Cappelli wheat is a pure durum wheat that has not undergone genetic mutations or crossings by humans.
Cappelli wheat has excellent nutritional qualities and a lower gluten content than other hard grains, while maintaining a high protein content. Good presence of trace elements too.
In Puglia, these characteristics have earned it the nickname of "poor man's meat".
